Richard Norman Perle (born September 16, 1941 in New York City), is an American political advisor who served the Reagan administration as an assistant Secretary of Defense and served on the Defense Policy Board Advisory Committee from 1987 to 2004. He was Chairman of the Board from 2001 to 2003 under the Bush Administration.

Perle was a strong advocate of the 2003 invasion of Iraq and predicted that Saddam Hussein´s forces could be defeated in no more than months.

He is a member of the Project for the New American Century (PNAC) and was one of the signers of the January 26, 1998 PNAC Letter sent to President William Jefferson Clinton. Perle has spent considerable time in Israel and is considered a supporter of the conservative Likud party.

On more than one occassion Perle has behaved in a allegedly unethical manner to his own financial gain. His behavior in both the public and private spheres has been investigated and the board of Hollinger International singled him out in a report citing diversion of profits from shareholders to executives.

Perle was raised in Los Angeles and attended the University of Southern California, earning a B.A. in English in 1964. He also studied at the London School of Economics and obtained a M.A. in political science from Princeton University in 1967.

From 1969 to 1980, he worked as a staffer for Democratic Senator Henry M. Jackson of Washington. Perle was considered as an extremely knowledgeable and influential person in the Senate debates on arms control. As a Jackson staffer, he quickly acquired the reputation of a dark and influential figure, a reputation that has followed him through the years in both the public and private sectors. "I really resent being depicted as some sort of dark mystic or some demonic power....All I can do is sit down and talk to someone.", he is quoted as saying. Perle was considered a hardliner in arms reduction negotiations with the Soviet Union. Robert Burns of the Associated Press writes, "Perle was so strongly opposed to nuclear arms control agreements with the former Soviet Union during his days in the Reagan administration that he became known as ´the Prince of Darkness.´" [1]Perle contends that his views and opposition to arms control under the Carter administration had to do with his view that the US was giving up too much at the negotiation table and not receiving nearly enough concessions from the Soviets. Perle called the arms talks under negotiation in the late 1970´s "the rawest deal of the century".

Perle´s objection to the arms talks between the Carter administration and the Soviet Union revolved primarily around Carter´s agreement to halt all cruise missile development in exchange for what hawks saw as few Soviet concessions. The Soviets had a wide lead in cruise missile development in the late 1970s and most naval experts saw this advantage as being capable of crippling the US Navy in the event of a conflict between the two superpowers. Perle is widely credited for spearheading opposition to the treaty, which was never ratified by the Senate.

From 1981 to 1987, Perle was Assistant Secretary of Defense for international security policy in the Reagan administration. Perle was widely criticized after it was reported that he had recommended that the Army purchase an armaments system from an Israeli company that a year earlier had paid him $50,000 in consulting fees. Perle acknowledged receiving the payment the same month he joined the Reagan administration, but said the payment was for work done before joining the government and that he had informed the Army of this prior consulting work.(New York Times, April 17, 1983, Aide Urged Pentagon to Consider Weapons Made by Former Client, Jeff Gerth. Perle is currently a resident fellow at the conservative think-tank American Enterprise Institute for Public Policy Research. His cited research interests include defense, national security and the Middle East.

Perle´s many business interests have been a source of controversy during and after his tenure in government. Among other engagements, he is co-chairman and director of Hollinger, Inc., a partner of Trireme, a non-executive director of Autonomy and a director of the Jerusalem Post (which is owned by Hollinger).

In July 2001 George W. Bush appointed Perle chairman of the Defense Policy Board Advisory Committee, which advises the Department of Defense. On March 9, 2003, Seymour Hersh published an article in The New Yorker titled Lunch with the Chairman, accusing Perle of a conflict of interest, claiming Perle stood to profit financially by influencing government policy. Hersh´s article alleged that Perle had business dealings with Saudi investors and linked him to the intelligence-related computer firm Trireme Partners LLP, which stood to profit from the war in Iraq.

The same day the New Yorker article was published, Perle, in an interview with CNN´s Wolf Blitzer, responded that "Hersh is the closest thing American journalism has to a terrorist, frankly." [2]. Perle later threatened to bring a libel suit against Hersh for the allegations raised in his article but failed to do so. On March 27, 2003, Richard Perle resigned as chairman of the Defense Policy Board, though he still remained a member of the board.

The Department of Defense´s inspector general commenced an investigation into Perle´s business interests at the behest of several members of Congress, who inquired whether Perle violated federal conflict-of-interest provisions by improperly mixing his government duties with his business interests. The inspector general ruled that federal conflict of interest rules didn´t apply to Perle because the provisions don´t apply unless an employee works 60 days in a year, and Perle only worked eight days total in a three year time span for Trireme Partners LLP.

On March 28, 2003, Judicial Watch filed a complaint to the Office of Government Ethics, the Office of the Defense Department Inspector General, the Office of the Homeland Security Inspector General, United States Attorney General John Ashcroft and FBI Director Robert Mueller in the matter of Former Defense Policy Board Chairman Richard N. Perle, Former President William Jefferson Clinton, Former Secretary of Defense William S. Cohen, Former Democratic National Committee Chairman Terry McAuliffe and Global Crossing.

Perle has served as a Director of Hollinger International since June 1994 and is the only outside director on the executive committee. He is also Co-Chairman of Hollinger Digital Inc. and a Director of Jerusalem Post, both of which are subsidiaries of the Company. He has served as a director of GeoBiotics. On August 31, 2004, a special committee of the Board of Directors investigating the alleged misconduct of the controlling shareholders of Hollinger International submitted the 512-page Breeden Report to the SEC. In the report, Perle is singled out as having breached his fiduciary responsibilities as a company director by authorizing several controversial transactions which diverted the company´s net profit from the shareholders to the accounts of various executives. Perle received over $3 million in bonuses on top of his salary, bringing the total to $5.4 million, and the investigating committee called for him to return the money. Top Hollinger executives dismissed the report and have filed a defamation lawsuit against the head of the investigating committee, former SEC chairman Richard C. Breeden.

Perle advocates first-strike bombing of North Korean nuclear facilities. [6] He has also at times advocated preemptive attacks on Syria, Iran, Libya, and a number of other countries.

He is known to have a negative opinion of the United Nations and of multilateralism, and supports maintaining the military superpower status of the United States.

Perle has long been a target of criticism from the left, who view him as being a key force pushing US foreign policy in a militaristic direction. He has long been a target of criticism from the right, who believe him to be pro-Israel and pro-Likud to (their view) the detriment of the United States.

Perle chaired a study group that included Douglas Feith, David Wurmser, and others, that produced a strategy paper for the incoming Likud Israeli Prime Minister Benjamin Netanyahu.

"A Clean Break: A New Strategy for Securing the Realm" [7], declared that "removing Saddam Hussein from power in Iraq" was an "important Israeli strategic objective in its own right as a means of foiling Syria´s regional ambitions."

Perle married Leslie Joan Barr on July 31, 1977, and has a son, Jonathan, by her. He owns a vacation home in Provence in France where he spends much of his time. When in the U.S., he resides primarily in the Washington suburb of Chevy Chase, with his family.

Ian Masters, host of Background Briefing, in Los Angeles, interviewed Vincent Cannistraro, the former head of Counterterrorism operations at the CIA. Cannistraro came close to naming the man who forged the Niger documents. When Masters asked, "If I said "Michael Ledeen"?? Vincent Cannistraro replied, "You’d be very close."

Who is Michael Ledeen? Or perhaps more importantly, what does he believe? Here are just a few quotes from his book, Machiavelli on Modern Leadership: Why Machiavelli’s Iron Rules Are as Timely and Important Today as Five Centuries Ago. Notice that in the next quote, Ledeen’s presupposition is that only liberals are "corrupt." He criticized Bob Dole and Jack Kemp in 1996 for refusing to attack Bill Clinton’s character during the campaign.

It would be foolish for America’s political strategists and congressional leaders to ignore Michael Ledeen and his interpretation of Machiavelli. Mr. Ledeen speaks from the cutting edge of a group of men and women who desire nothing more than to reconstruct America in their own image. This nation is in grave danger. Ledeen belongs to a group of men, including Harry Jaffa, Pat Robertson, Willmoore Kendall to Allan Bloom, who, according to Shadia Drury, scholar and author of Leo Strauss and the American Right, share "the view that America is too liberal and pluralistic and that what it needs is a single orthodoxy that governs the public and private lives of its citizens."[1]

The belief in a single voice that governs the public should cause all Americans to understand these men want to convert this nation to a permanent dictatorship. Their inspirer was Leo Strauss, a professor who taught Machiavellian methods to many of them at the University of Chicago. In fact, Paul Wolfovitz earned his doctorate under Strauss and many of the neo-cons in the White House studied under him. Strauss believed every society needs a "single public orthodoxy." As Drury put it, "a set of ideas that defines what is true and false, right and wrong, noble and base." Strauss believed that the role of religion was indispensable to the political success of a nation. For a political society had to hold together and act as a unit in lock step with the leader. Strauss believed that religion was the means to inculcate the desired ideas into the minds of the masses. He didn’t care what religion...just as long as it was a religion that could link itself to the political order.

Michael Ledeen singled out the evangelicals as most like the "Machiavellian" model described by Strauss. Evangelicals, while decrying the aberrant power of a Jim Jones over his congregation, have always had little Jim Joneses telling them what to do and how to live from their pulpits all over America. Evangelicals thirst for power, submit to power, and now are harnessed to a power that is driving them toward the completion of the take over of the USA. Our only hope is to wake up the churches and call them to repentance. And the irony is, as Ledeen points out, if we will stand up and attack the immorality and corruption within the Republican Party, which has reached the lowest depths in the history of our nation, and which the GOP supports, the bedraggled verbally abused Democrats will sit up and notice at long last that they are recognized as the moral leaders they have always been. What Leo Strauss and Michael Ledeen and the other dominionists really hate, is the loving Christian ethics that established FDR’s New Deal. You see, the great success of Christian liberalism is that it threatens their greed and that’s what the fight is all about.

The Third Way is a centrist political ideology that, at least from a traditional social democratic perspective, usually stands for deregulation, decentralisation and lower taxes. It is embodied by such figures as US President Bill Clinton, British Prime Minister Tony Blair, German Chancellor Gerhard Schröder, and Brazil´s Fernando Henrique Cardoso.

The "Third Way" of the US Senate centrists, following Bill Clinton´s lead, emphasize governmental fiscal conservatism, governmental action to replace welfare and other social assistance programs with so-called workfare, and a stronger preference for free markets. At the same time, such centrists claim to dissociate themselves from pure Laissez-faire economics and other Libertarian positions.

Origins

Originally, there was the view that a "middle way" exists between communism and the free-market capitalism associated with Anglo-American societies. This view was developed in the 1950s by German ordoliberal economists such as Wilhelm Röpke, resulting in the social market economy.

The term was appropriated by politicians in the 1990s who wished to incorporate Thatcher and Reagan´s projects of economic deregulation, privatization, and globalization into the mainstream left wing and centre left political parties so that in this context the Third Way is usually understood as a nickname for neoliberal social-economic policy. As such, it has become an important ideology in modern European democracies, especially by some Social-Democratic parties, as well as for some members of the United States Democratic Party (particularly, the Democratic Leadership Council). It gets its name from its alleged role as an alternative to both pure, free market capitalism and the kind of economic order represented by strong welfare states such as the Scandinavian countries and Germany, which are held to be too regulated and taxed at rates that are too high to compete with economies run on free-market principles.


Criticism

Third way is sometimes described as an idea of former social-democrats which replaces socialism with capitalism with a minimum of socialism, and a strategy to bring the social-democratic parties back to power where they have lost elections. Critics argue that third way politicians are in favour of ideas and policies that ultimately serve the interests of corporate power and the wealthy at the expense of the working class and the poor.

In an article in the 1932 Enciclopedia Italiana, written by Giovanni Gentile and attributed to Benito Mussolini, fascism is described as a system in which "The State not only is authority which governs and molds individual wills with laws and values of spiritual life, but it is also power which makes its will prevail abroad... For the Fascist, everything is within the State and... neither individuals nor groups are outside the State... For Fascism, the State is an absolute, before which individuals or groups are only relative..."

Mussolini, in a speech delivered on October 28, 1925, stated the following maxim that encapsulates the fascist philosophy: "Tutto nello Stato, niente al di fuori dello Stato, nulla contro lo Stato." ("Everything in the State, nothing outside the State, nothing against the State".) Therefore, he reasoned, all individuals´ business is the state´s business, and the state´s existence is the sole duty of the individual.

Another key distinguishing feature of fascism is that it uses a mass movement to attack or absorb the organizations of the working class: parties of the left and trade unions. Peter Fritzsche and others have described fascism as a militant form of right-wing populism. This mobilization strategy involves Corporatism, Corporativism, or the Corporative State [1], all terms that refer to state action to partner with key business leaders, often in ways chosen to minimize the power of labor unions. Mussolini, for example, capitalized on fear of a Communist revolution [2], finding ways to unite Labor and Capital, to Labor´s ultimate detriment. In 1926 he created the National Council of Corporations, divided into guilds of employers and employees, tasked with managing 22 sectors of the economy. The guilds subsumed both labor unions and management, but were heavily weighted in favor of the corporations and their owners. The moneyed classes in return helped him change the country´s laws to raise his stature from a coalition leader to a supreme commander. The movement was supported by small capitalists, low-level bureaucrats, and the middle classes, who had all felt threatened by the rise in power of the Socialists. Fascism also met with great success in rural areas, especially among farmers, peasants, and in the city, the lumpenproletariat.

In his "Confession of Faith", Cecil Rhodes defined the nature of the group he envisioned would circumvent the current political system to carry out his dream, as described by Milner:

"Men of ability and enthusiasm who find no suitable way to serve their country under the current political system; able youth recruited from the schools and universities; men of wealth with no aim in life; younger sons with high thoughts and great aspirations but without opportunity; rich men whose careers are blighted by some great disappointment. All must be men of ability and character. . . Rhodes envisages a group of the ablest and the best, bound together by common unselfish ideals of service to what seems to him the greatest cause in the world. There is no mention of material rewards. This is to be a kind of religious brotherhood like the Jesuits, ´a church for the extension of the British Empire.´" 25

Cecil Rhodes was not only a British elitist, but a Freemason.

“A wealthy young man, Cecil Rhodes, like John Ruskin believed that only the British elite could and should rule the world to the benefit and happiness of mankind. Shortly after arriving at Oxford, Rhodes was initiated into Freemasonry at the Apollo University lodge No. 357. On April 17, 1877, he was raised a Master Mason in the same lodge. Rhodes also joined a Scottish Rite Lodge at Oxford called Prince Rose Croix Lodge No. 30.”

“Rhodes was, a critic of English Freemasonry - of its impotence and incompetence in advancing British race interest. After being raised to Master Mason on April 17, 1877, Rhodes drafted a program for world dominion by the British race patriots. To guarantee the funding from his vast wealth of his world vision for the British empire, Rhodes wrote in 1877 the first of seven wills that he composed over his lifetime. The first will called for the formation of a "secret society" whose primary function would be focused on returning England to her former glory. He viewed English Freemasonry and its conspiracy as impotent and in effect defunct in this regard. Ironically, when the society Rhodes had envisioned was finally organized after his death, its membership consisted only of English Freemasons. "The Round Table," as it was known, soon became the most powerful appendage of the British Brotherhood.” 26

The racism exhibited by Rhodes and many of his colleagues was an attitude “bred” into the upper and middle-upper classes of Britain. They believed they were a ‘master race’ and other races should accept and be glad of their leadership. In “The Fall of the British Empire,” a book published in Britain, author Colin Cross explained these beliefs.

"... How far there was a racialist concept in the British Empire of 1918 is difficult to define. In most British people of the time there lay a deep-rooted belief that they were the best nationality in the world. It was held that particular mixture of English with Scots, Welsh and Irish had produced a ´ race´ peculiarly suitable for administering the affairs of others, less fortunate, peoples. It might be described as a ´ master race´ concept, modified to a greater or lesser extent by a desire to be of service. " 27

"British racialism was not, strictly, a color racialism. The British believed they were superior to other Europeans as well as to Asians and Africans. Indeed it was a platitude." 29

Saddam´s brutality and America´s failure to support the Shia and Kurdish uprisings deeply affects a group of neo-conservative thinkers in Washington, including Richard Perle, William Kristol, and Under Secretary of Defense for Policy Paul Wolfowitz, who complains that the U.S. inaction is comparable to "idly watching a mugging."

In 1992 Paul Wolfowitz takes the lead in drafting an internal set of military guidelines -- "Defense Planning Guidelines" -- which is prepared every few years by the Defense Department.

Wolfowitz´s draft argues for a new military and political strategy in a post-Cold War world. Containment, it says, is an old idea, a relic of the Cold War. America should talk loudly and carry a big stick -- and use it -- to preempt the use of weapons of mass destruction. And if America had to act alone, so be it. Controversy erupts after the draft is leaked to the press. The Bush White House orders Defense Secretary Cheney to rewrite it. In the new draft there is no mention of preemption and U.S. willingness to act alone.

According to the draft document, the U.S. should aim "to address sources of regional conflict and instability in such a way as to promote increasing respect for international law, limit international violence, and encourage the spread of democratic forms of government and open economic systems."

The draft outlines several scenarios in which U.S. interests could be threatened by regional conflict: "access to vital raw materials, primarily Persian Gulf oil; proliferation of weapons of mass destruction and ballistic missiles, threats to U.S. citizens from terrorism or regional or local conflict, and threats to U.S. society from narcotics trafficking."

The draft relies on seven scenarios in potential trouble spots to make its argument -- with the primary case studies being Iraq and North Korea.


· If necessary, the United States must be prepared to take unilateral action.

There is no mention in the draft document of taking collective action through the United Nations.

The document states that coalitions "hold considerable promise for promoting collective action," but it also states the U.S. "should expect future coalitions to be ad hoc assemblies" formed to deal with a particular crisis and which may not outlive the resolution of the crisis.

The document states that what is most important is "the sense that the world order is ultimately backed by the U.S." and that "the United States should be postured to act independently when collective action cannot be orchestrated" or in a crisis that calls for quick response."

Thank heavens there wasn´t another plane ready to hit the parade ground. It was an intense moment. I remember, at the time, trying to make contact by cell phone and find out what was going on. It was impossible to make a cell phone call from the Washington area at that point -- something we learned about crisis management."

NARRATOR: Because diamonds are so plentiful, it makes De Beers´s virtual monopoly an astonishing feat. Its history begins at Kimberley, South Africa, in 1871. Until that year, mines had been few and diamonds truly rare, mostly from India and Brazil. But the Kimberley find was huge. Among those who rushed to make their fortunes were two young Englishmen.

JOHN RUDD, Former Director, De Beers Industrial Diamonds: Charles Darnel Rudd, my great-grandfather and Cecil Rhodes met here in October, 1871. They were early in the rush here and they would have found an anthill, a mining camp, and as Rhodes described it, as Stilton cheese as the claim holders dug down into this enormous diamondiferous Kimberlite pipe. But their eyes were more directed towards De Beers´s mine, which is about a mile over the horizon there, and that´s where they dealt with the farmer De Beer and they bought that term out for 6,000 pounds. The thoughts of Rhodes immediately began to concentrate on the amalgamation of all these individual claim-holders. And by 1880, he had amalgamated all the claim-holders on his mine, the De Beers mine, and that began the amalgamation of all the diamond mines and the formation of De Beers Consolidated Mines began in 1888.

NARRATOR: What Cecil Rhodes had launched was a diamond cartel. It was based on an earlier French scheme to monopolize copper -- buying up mines, restricting supply and raising prices. From its first headquarters in Kimberley, De Beers bought out almost every other large mine in South Africa. But shortly before the First World War, diamonds were found over the border, to the north, in German southwest Africa. A young German-born diamond dealer in South Africa went there to investigate. His name was Ernest Oppenheimer.

ALBERT ALLETZHAUSER, Oppenheimer Biographer: Ernest Oppenheimer, in 1914, two months before the outbreak of war, went there to survey the territory and came back with a report that was mind-boggling and subsequently hidden from the public, the fact that this was the richest diamond field in the history of the world. It was an alluvial field, meaning diamonds were on the surface. You could go pick them up. And, in fact, they put what they termed back then "natives," black natives-- each put a tin can around their neck and they lined them up and they get on their hands and knees and they just -- "Pink! Pink! Pink!" -- put the diamonds into the tin cans as they walked on their hands and knees. This is how rich the fields were.

NARRATOR: Oppenheimer saw an opportunity and seized it. The German landowners, afraid of expropriation as World War I came to an end, agreed to merge their companies with his. Because both British investors and American financier J.P. Morgan had stock in his venture, Oppenheimer called his company the Anglo American Corporation. Within a few years, it was clear that he had landed a supply of diamonds to rival even the mines owned by De Beers.

Mr. ALLETZHAUSER: Coming into the 1920s, Ernest Oppenheimer then said to De Beers, who controlled, for the most part, the diamond syndicate, diamond cartel-- he said to them, "Listen, I am going to flood the world market unless you make me chairman of the company." And in 1929, he was made chairman of De Beers. That is the basis of the Oppenheimer fortune.

NARRATOR: Oppenheimer´s mine, a private estate three times the size of New Jersey, became an exclusive territory known as the "forbidden zone." It was the bedrock of a world-wide De Beers diamond empire, which the Oppenheimers began to build.

Mr. EPSTEIN: The true genius of diamonds came through the Oppenheimer family and came even with Harry Oppenheimer, who is running it today, where they realized that diamonds, as originally conceived, coming from only three or four mines, was wrong, that diamonds existed everywhere in the world. Everywhere where there´s carbon, which is everywhere, you find diamonds.

NARRATOR: A hundred years ago, De Beers´s founder, Cecil Rhodes, laid the groundwork for the cartel´s success in South Africa.

NEWSREEL: Ironically, the famous empire builder, in his commercial activities, turning the early diamond rush into a vast industry, sowed the seeds of apartheid.

Mr. INNES: Particularly after they discovered the diamond mines, what they were looking for was to try and create a workforce for those mines. And the problem was that they needed unskilled workers, but the problem was that most of the available potential labor force were black people living on the land. And in order to get them into the mines, they had to find ways of forcing them off the land. And one of the mechanisms they adopted was passing various taxes, such as a poll tax, hut tax, even a dog tax, which forced people living on the land to pay cash to the government and they didn´t have cash because they were not part of a cash economy. So they therefore had to go into the mines to earn the money to pay the taxes.

NARRATOR: In order to pay their taxes, many Africans had to leave their families behind and walk hundreds of miles to work in the mines. Once inside, a miner could not leave until his contract was over. De Beers´s closed compounds became the model for the entire mining industry in South Africa. By the 1960s, these compounds had expanded into enormous complexes housing thousands of men.

GORDON BROWN, Former De Beers Employee: When I arrived in the mine in 1968, I was quite appalled by the conditions for the migrant laborers. The working hours were long. It was a 60-hour week. The conditions under which they worked-- they-- well, they were out in the open, very little protection against the cold and the wind. They weren´t given much to eat. They were given half a loaf of brown bread and a flask of cold tea to last them throughout that 10-hour shift. Conditions in the hostels were not much better. There were no decent dining facilities. They had to eat in their rooms out of aluminum buckets. There was no real privacy. The hostels themselves were not very nice places to be in -- single-six hostels, 20 people to a room, in some instances.

"Why should we not form a secret society with but one object, the furtherance of the British Empire and the bringing of the whole world under British rule, for the recovery of the United States, for making the Anglo Saxon race but one Empire? What a dream, but yet it is probable, it is possible." Cecil Rhodes wrote this in his "Confession of Faith" when he was 23. It provides an insight into his insurmountable belief that with willpower and application anything was possible. Circumstances prevented Rhodes from taking a global stage, so he made southern Africa his stamping ground, planting it with Union Jacks and settlers of British stock.

Rhodes plans for the advancement of British interests in southern Africa were made possible by his vast wealth. He had come by his fortune through his precocious activities as a diamond miner and entrepreneur. Rhodes had taken over his brother Herbert´s three claims in the de Beers mine in Kimberley when he was 17. He proved an outstanding businessman and in 1872 when the other miners felt they had hit rock bottom and there were no further diamonds to mine, Rhodes purchased as many claims from despairing miners as he could in the Kimberley mines. Such bold decisions were to become his hallmark. He was not frightened to buck the trend and he believed that there were more diamonds as they were forced up from below. His gamble paid off.

Rhodes´ mines went from strength to strength and in 1888, through a combination of persuasion, bullying and sharp business practice he convinced the owners of the other Kimberley mining companies to amalgamate and form Rhodes De Beers Consolidated Mines. It was the leading diamond company in the world, owning all the South African mines and thus 90% of global diamond production. This added to the major share Rhodes had acquired in the gold industry after the Witwatersrand gold strike in Transvaal in 1886.

Such wealth was the means to a glorious end for Rhodes. In 1881 he became a member of the Cape Parliament. Rhodes had stated, "Africa is still lying ready for us. It is our duty to take it." By 1890 he was Prime Minister of Cape Colony and his ambitions for the Anglo Saxon rule of southern Africa had moved towards Zambesia. Rhodes´ British South Africa Company obtained mining ad farming rights in Mashonaland, having successfully duped the Matabele King, Lobengula. By 1896 Rhodes´ company forces had put down all resistance to his advances and a new addition to the British Empire was aptly named Rhodesia after its founder.

The only stumbling block to Rhodes´ dream of British supremacy in South Africa was the protectionist Boer Republic of Transvaal. Following the discovery of a vast gold reef on the Witwatersrand Transvaal was becoming increasingly wealthy and powerful. Rhodes answer to this problem was a coup de main in which Rhodesian and Bechuanaland gendarmerie would enter Transvaal in support of an uitlander uprising in Johannesburg. What became known as the Jameson Raid was botched from the start and the raiders were easily intercepted and captured by the Boers. Rhodes´ shady part in the fiasco led to his retirement from public life. The ramifications of the raid were far reaching as it was seen as the first round of a contest between Britain and Transvaal, which ultimately culminated in the Boer War between 1899 and 1902.

Rhodes death led to prolonged mourning. He was ruthless, amoral and instinctively acquisitive yet he had single-mindedly followed his plan "to make the world English." He had added Northern and Southern Rhodesia to the Empire and he was a truly useful instrument for the preservation and extension of Britain´s influence in southern Africa at a time when it was in jeopardy. "So little done. So much to do," were the words falsely attributed as Rhodes last. However, the sentiments were entirely appropriate to this most resourceful and visionary icon of Empire.

Ruskin´s inspiration and devotion to the creation of an elite of race patriots derived directly from Plato´s Republic. In the Republic, Plato called for "a ruling class with a powerful army to keep it in power and a society completely subordinate to the monolithic authority of the rulers." Ruskin sent out to recoup and extend the influence of British Masonry. He wanted to do this by education of the working man. His views on the ruling class as developed from Plato´s Republic, sent shock waves through Oxford.
"[You, the undergraduates are] the possessors of a magnificent tradition of education, beauty, rule of law, freedom, decency and self-discipline but... this tradition [can] not be saved, and does not deserve to be saved, unless it can be extended to the lower classes in England itself and to the non-English masses throughout the world. If this precious tradition is not extended to these two great majorities, the minority of upper-class Englishmen will ultimately be submerged by these majorities and the tradition lost. To prevent this, the tradition must be extended to the masses and to the empire."

Ruskin´s rationale for proclaiming such ideas was to plant in the fertile minds of his Oxford students the theory that if they educated the working man and elevated him to the middle class, he would labor in behalf of the aristocracy to perpetuate the tradition of the upper-class Englishmen - which tradition was to control the finances of nations through ground rent, banking and trade. Ruskin taught that it was the essential duty of the aristocracy to guarantee an education for the so that an expanded middle class would rule the country. This arrangement would be a type of legal slavery whereby both classes would benefit. Through the power of finance, the ruling class would maintain control from behind the scenes, while the working class would have opportunity to share in the common wealth made available through loans.

Ruskin successfully transmitted his vision to his students at Oxford. They in turn became the Masonic movers and shakers in the new politics and economics that today govern the seven industrial nations of the world - the United States, Canada, England, Germany, France, Italy, and Japan.

A wealthy young man, Cecil Rhodes, like John Ruskin believed that only the British elite could and should rule the world to the benefit and happiness of mankind. Shortly after arriving at Oxford, Rhodes was initiated into Freemasonry at the Apollo University lodge No. 357. On April 17, 1877, he was raised a Master Mason in the same lodge. Rhodes also joined a Scottish Rite Lodge at Oxford called Prince Rose Croix Lodge No. 30.

What sort of character was Cecil Rhodes? Rhodes was a critic of English Freemasonry - of its impotence and incompetence in advancing British race interest. After being raised to Master Mason on April 17, 1877, Rhodes drafted a program for world dominion by the British race patriots. To guarantee the funding from his vast wealth of his world vision for the British empire, Rhodes wrote in 1877 the first of seven wills that he composed over his lifetime. The first will called for the formation of a "secret society" whose primary function would be focused on returning England to her former glory. He viewed English Freemasonry and its conspiracy as impotent and in effect defunct in this regard. Ironically, when the society Rhodes had envisioned was finally organized after his death, its membership consisted only of English Freemasons. "The Round Table," as it was known, soon became the most powerful appendage of the British Brotherhood.

In his third will Rhodes left his entire estate to Freemason Lord Nathan Rothschild as trustee. Rhodes stipulated that his gigantic fortune be used by his disciples to carry out the program he envisioned. Rothschild appointed Freemason Alfred Milner to head up the Secret society for which Rhodes´s first will made provision. Lord Milner once remarked of himself, "My patriotism knows no geographical but only racial limits. I am a British Race patriot."

Upon his appointment by Rothschild to chair Rhodes´s secret society, Milner recruited a group of young men from Oxford and Tonybee Hall to assist him in organizing his administration of the new society. All were respected English Freemasons. Among them were Rudyard Kipling, Arthur Balfour, Lord Rothschild, and some Oxford College graduates known as "Milner´s Kindergarten." In 1909, Milner´s Kindergarten, with some other English Masons, founded the Round Table. The grandfather of all modern British Masonic "think tanks" was born.

Three powerful think tank offshoots of the Round Table are (1) the Royal Institute of International Affairs (RIIA), organized in 1919 in London; (2) the Council on Foreign Relations (CFR), organized in 1921 in New York City; and (3) the Institute of Pacific Relations (IPR), organized in 1925 or the twelve countries holding territory in what today we call the Pacific Rim.

The initial assignment of the Round Table was not necessarily to destroy the political experiments of French Freemasonry, such as socialism and communism, but to cooperate with them for the advancement of the English Masonic conspiracy.

Some seven years before the organization of the Round Table, of which H.G. Wells would be a founding member, Wells explained the strategy by which aristocratic English Freemasonry would reach its goal of world dominion. He called it an "Open Conspiracy" as opposed to French Freemasonry´s closed or secret conspiracy.
"The Open Conspiracy will appear first, I believe, as a conscious organization of intelligent and quite possibly in some cases wealthy men, as a movement having distinct social and political aims . . ."

H.G. Wells, previously a member of the socialist Fabian Society of England, was, according to the MacKenzies´ history of The Fabians, "branching out into speculations about a new social order..." An elite group of Twelve Wise Men, which included [Bertrand] Russell and Wells, were selected as the "Co-Efficients" who met to discuss and formulate, "Ideas about racial improvement by selecting out the efficient...and [George Bernard] Shaw was working on these ´eugenic´ notions in his new play Man and Superman. [Fabian and Co-Efficients co-founder] Beatrice Webb called it ´the most important of all questions, the breeding of the right sort of man...´

Very interesting reading, ac. Our consciousness has been in it for so long that we don´t notice "it" anymore, or at least most don´t do they? Kind of like trying to explain water to a fish. We have swam in this story line since the beginning and we have such short memories and lives that only by relearning about the water, do we begin again to comprehend.
