They would expect people to riot, but what if no one did? The people are getting smarter. I think enough people know they would declare martial law if everyone started rioting. That's why no one has done anything yet.

I could see people forming groups and taking them out one by one. Snipers hiding here and there. They wouldn't be safe going out in public and would always have to look over their shoulders.

It could also cause a general strike. What are they going to do if the slaves refuse to work? This could all backfire on them when people realize how much power they possess.
