There are still stronger ones, who knows how strong quakes can get. so a 12 is very likely the maximum or close to maximum.

The Big Quake you're talking about could only happen AFTER the Planet gets Evacuated, so the Earth can do her thing. Axis shift 10 degrees or more and Big 10+ quakes or higher will be unleashed at that time. Atlantis will rise. kinda like a Noah's flood but more.
