The hash WikiLeaks posted wasn't either GPG or PGP it was a SHA hash which could mean everything.

It could be a file fingerprint but it could also be the passphrase of an insurance file.

Since it was pre-commitment it might have been the keys waiting for somebody to commit the actual files. (in Version Control Systems the verb 'to commit' is used when somebody sends in their changed files)

So this is for somebody to receive the keys first, and the actual files later. Files might be distributed to different sources in case Assange his internet gets cut off.

But it could actually mean everything ;) :P
